(e) carrying this Proclamation into effect.
Penalties.
Article 9.
Any person who
(a) fails, neglects or refuses forthwith to comply with any of the obligations imposed on him by or by virtue of this Proclamation;
or

(b) in giving any information, for the purposes of this Proclamation or of any regulation made hereunder knowingly makes or presents any declaration, statement or representa- tion which is false in any material particular or from which there is any material omission; or
(c)
destroys, conceals, parts with, or tampers with any material document, record or thing; or
(d) wilfully resists or obstructs any person in the performance of his duties, or in the exercise of his powers or functions, under or by virtue of this Proclamation.
Shall be guilty of an offence and on conviction by the standing Military Court shall be liable to imprisonment for any term not exceeding five years or to a fine or to both such imprisonment and fine.
